Funding 24 Rec Projects

In June 2006, the Salt Lake County Council approved a list of 24 projects, costing approximately $65 million, that will be fully or partially funded through the ZAP-Recal fund. This list was recommended by a volunteer advisory board appointed for this specific purpose. Applications were recieved in January 2006. The ZAP Recal Advisory Board met numerous times to review and hear from the applicants. 53 applications were received requesting over $185 million worth of projects.

Per the State statute governing the ZAP program, 30% of the funds collected are designated for the construction of Recal facilities within Salt Lake County.

The current list includes a wide variety of projects across the County.

2006 Approved ZAP-Recal Projects.

The County Council is placing Proposition #1 on the November 2006 ballot for citizens to decide if these sales tax revenues can be used to bond for many of the projects on the list.

The ballot reads:

ZOO, ARTS AND PARKS (ZAP) Rec PROJECTS

Shall Salt Lake County, Utah, be authorized to issue general obligation bonds in an amount not to exceed $65,000,000 and to mature in no more than 10 years from the date or dates of issuance of such bonds for the purpose of financing the acquisition, construction, renovation and equipping of Recal facilities and related improvements; and, to the extent necessary, for the refunding, at or prior to the maturity thereof, of bonds authorized hereby.

Public approval has already been received to collect this sales tax. Proposition #1 allows Salt Lake County to fund all the projects listed concurrently instead of waiting for the sales tax revenues to be collected.

Proposition #1 will not increase current property taxes.

Previous ZAP Recal Projects

In the Spring of 1997, representatives from local municipalities were invited to meet with the Rec Board to propose specific projects to be funded with ZAP monies. Twelve Recal facilities were identified and fully or partially funded with ZAP Rec funds.

Big Cottonwood Regional Park

Centennial Swimming Pool

The County Ice Center

52,000 square foot facility - Olympic size ice sheet, pro shop and Sports Administrative Offices

Dimple Dell Fitness and Recreation Center

72,000 square foot facility - gymnasiums, aerobics/fitness rooms, locker and dressing rooms, indoor leisure pool, indoor running track and climbing wall

Equestrian Park Special Events/Fairgrounds Arena

80,000 square foot arena - seating for 3,000 and two stall barns

Fairmont Natatorium

39,000 square foot building - 8 lane 25 yard competition pool, leisure pool, wet classroom, locker and dressing rooms

Gene Fullmer Fitness and Recreation Center

Holladay-Lion's Fitness and Recreation Center

38,000 square foot building - 6 lane 25 yard competitive pool, aerobic/fitness rooms, administration, lockers, conference room, lobby

Jordan River Parkway Trail

4800 South, 3300 South, 4500 South and 12600 South crossings.
Currently Open: 4800 South connection, including bridges, trail development, tunnel parking
All other crossings are currently under construction

Magna Fitness and Recreation Center

3270 South 8400 West
43,000 square foot building, large gymnasium, exercise track, aerobic and fitness rooms, dressing/locker rooms, class activity rooms, child care program offices and conference room
